warning: read ( ) timeout after issuing sms_client command

Hi.. I have installed modem successfully in FC2 linux
and installed sms_client without problem.

I tried to type the following

FC2# sms_client 6596632000 "TESTing"

I heard the modem dialing stop a while and disconnect
65 is the country code and 96632000 is the mobile
number that I want to send sms messaage to.  

But it gives me the following error

Dialing SMSC 0640900139
Warning: read () timeout
Total Elapsed Time: 32 Sec

May I know what does it mean?  I did not receive any
sms at all.  

I want to know do I have to contact my telephone
provider (my phone line) in order to send sms, or do I
need to check with mobile phone company that I need to
send to and configure properly
