Monit not alerting when CPU cycle surpasses 90%

After installing Monit from the repos, I added the following to the config
file to alert on a service when it surpasses 90% CPU utilization
continuously, for an extended period of time. The problem is that Monit's
not working as it should.

check process .office

>           matching ".office"
>
>           if cpu usage > 90% for 10 cycles then alert
