multiuser web based monitoring system?

hi does anyone know of a multi user web based port monitoring system?  I want 
to be able to grant a couple users the rights to see just a certain set of 
servers and be able to have those users set what ports will be monitored on 
those servers. is there such a web based software that is open source?
