Because the content area is not drawn using stock (Cocoa) routines 
which get the accessibility support needed by the Dictionary for free 
(by comparison, try Cmd-Ctrl-D in the location bar or the toolbar 
search field, which are stock Cocoa).

The good news is that a Camino developer was contracted by the 
Mozilla Foundation this summer to work on adding Mac accessibility 
support to the Mozilla codebase, so Dictionary lookup should be 
available in a future Camino release (probably Camino 2.0).
