This is what I proposed a year ago for the tabs:

There may be a simple answer that can do both, scroll AND have a quick 
popup for instant access,
similar to what is already is implemented in Camino for page navigation. 
Simple make tab navigation work like the back and
forward buttons - click to scroll the tabs or click and hold to see a
popup menu of ALL the tabs, not just those off the bar to the right.
