Although something similar has already been requested a few years ago 
it hasn't been implemented, yet. See 
https://bugzilla.mozilla.org/show_bug.cgi?id=257600 for details 
(especially the last comment, which mentions what you like to see). 
Hopefully it will be implemented in one of the upcoming releases.

The ability to scroll by pressing command-option is quite old - I 
guess before the times where Apple had a Mighty Mouse or OSX the 
ability to scroll via the trackpad with two fingers.

 From what I remember there's currently no modifier combination to 
open a link in a new window, perhaps it will be added if enough 
people request it.
