Not to be snotty, but did you read my request? I don't want the window and tab level behaviour to be identical. In Firefox, I can essentially toggle them individually with the preference setting I mentioned. As for holding shift to open windows in the foreground, that means I have to hold shift every time I open a new window, instead of the other way around.
