Bug 211546: add PK11_ImportEncryptedPrivateKeyInfoAndReturnKey.  Make
PK11_ImportEncryptedPrivateKeyInfo fail with SEC_ERROR_INVALID_ARGS if
isPerm is false.  r=bsmith.
