Bug 729377: SEC_RegisterDefaultHttpClient and
CERT_RegisterAlternateOCSPAIAInfoCallBack should set the
SEC_ERROR_NOT_INITIALIZED error (instead of SEC_ERROR_LIBRARY_FAILURE) if
they are called before NSS is initialized.  r=kaie.
