Building NSS on Windows x64

I have successfully built NSPR 4.6.4, NSS 3.11.4, and JSS 4.2 for Windows 7 32 bit using Mozilla-builder and Visual Studio 13.

Next, I'd like to build the same stack for Windows 7 - but I want the NSS/JSS to be compatible with 64bit JVM.
Building on Windows 7 64bit
Visual Studio Community 2013
Mozilla Build Shell: start-shell-msvc2013.bat
OS_TARGET="WIN95"
BUILD_OPT="1"
USE_STATIC_RTL="1"
USE_64="1"

The build completes for NSS and JSS, however the files the following directories are still 32bit.
mozilla\dist\WIN954.0_64_OPT.OBJ\lib
mozilla\dist\WIN954.0_64_OPT.OBJ\bin



NOTE: Build doesn't complete if I use start-shell-msvc2013-x64.bat.

Any suggestions?
