[ANNOUNCE] NSS 3.36 Release

The NSS team has released Network Security Services (NSS) 3.36, which is a minor release. Summary of the major changes included in this release: - Replaced existing vectorized ChaCha20 code with verified HACL* implementation. - Experimental APIs for TLS session cache handling. The release also includes several regression and correctness fixes. NSS 3.36 requires NSPR 4.19 or newer.
