building nss on windows

hello,
while building NSS on windows, i get the following error:
the procedure entry point PR_GetEnvsecure could not be located in the
dynamic link library
..nss\cmd\shlibsign\WIN954.0_DBG.OBJD\shlibsign.exe

would you please help me?
