[ANNOUNCE] NSPR 4.36.1 Release

The NSPR 4.36.1 release is now available.  The hg tag is
NSPR_4_36_1_RTM.  The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.36.1/src/

This is a backport release, intended for software that still uses NSPR 
4.36, such as the Mozilla 140.x branch.

NSPR 4.36.1 contains the following changes:

- Incorrect time value produced by PR_ParseTimeString and
   PR_ParseTimeStringToExplodedTime if input string doesn't
   specify seconds.
