Add ldif.h to the public headers?

I would like to use the ldif functions in other apps.  However, in the 
ldap/include/Makefile.in, the ldif.h header is not pushed to the public 
dist area.  Is there any reason we can't add it to the public dist and 
make the ldif functions public?
