i cant give you exact step by step instructions but since you did
manage to build both NSS and NSPR you should have little problem
building C SDK. the only caveat is SASL support. if you need SASL
support you might have to manually patch Cyrus SASL to build on
AIX, at least the last time i've tried it needed manual patching.
