perldap API make error

I'm attempting to make perldap-1.4.1 on a Redhat 9 machine and I'm running

This is a stock install of Redhat 9 with all packages installed.  I've 
looked around on google and tested a few ideas people had, but no luck with 
any of them.  Any ideas?
