As with nearly all open source projects, the reason is community 
involvement.  Most people do not have time to learn about and contribute 
to more than one LDAP project, so in my opinion it was inevitable that 
one would become more popular than the other.  OpenLDAP also ships with 
most (nearly all) Linux distributions.

Both LDAP implementations have their roots in the original LDAP 
implementation that was developed at the University of Michigan in the 
early to mid 1990s.
