can't get started - help!

I am running OSX 10.4 on my 2006 iBook G4. I don't really need the mozilla browser (I think the Safari is just fine...) but I do think I'd like to try to build my own website with the Composer WYSIWYG. But I'm already discourgaged! I can't get it to open after successfully downloading it. Does it need to be initialized, perhaps? Nothing in the way of automatic screens to take me through that has popped up. I'm going to try to re-start the computer now, but I think I'm missing key components. It just won't run or open with the applications I have. Thanks so much to one and all for responding promptly.
