On Windows, dropdowns are drawn as seperate popup windows which sit on 
top of all other content. I.e. They are not drawn into the browser window.

The Win32 code to do this is in :-

[mozilla]\widget\src\windows\nsWindow.cpp

... then do a search for 'popup'

Sounds like a similar thing is happening under gtk ...
