On IRC I got the following response from a knowledgeable developer:

"In

we get the fonts in GTK1 by requesting the pixel size from the XFontStruct. 
That it doesn't change probably means either that the font sizes for the 
system are stored in pixels or that something is wrong. IIRC, GTK1 allowed 
users to set their font sizes in either pixels or points -- perhaps you set 
them in pixels or the defaults are in pixels?"

After that response, I did a little more testing. I booted SuSE 8.1, ran the 
same 2004120605 gtk1 build, and got the same results as I did with that 
build on SuSE 8.2 & RedHat 7.3. Then I booted the same Fedora Core 2 system 
as before, but ran the 2004120605 gtk1 build. It too produced identical 
results as running on SuSE 8.1, SuSE 8.2 & RedHat 7.3, 12px regardless of DPI.

NAICT, in KDE Control Center -> Appearance -> Fonts, the only option for 
choosing fonts is in points. It seems to me we have a Mozilla gtk1 bug of 
some sort here. Anyone think differently?
