Classic menus ignore gtkrc text color

I am using Mozilla 1.2.1 on Red Hat Linux 9 with KDE's "CDE" color
scheme.  This color scheme uses white text on a gray background for
text widgets, and it creates the following gtkrc file:

Mozilla's Classic theme uses white text for most widgets, including the
Navigation Toolbar and the Personal Toolbar, but menus are still drawn
with black text.

Is there something else that should be set in the gtkrc, or is this a
bug/broken as designed?
