As Ray mentioned, that file is now in the gecko-sdk package, where it 
belongs.  Unfortunately, there are no geck-sdk trunk nightlies at the 
moment.  We're working on a solution.

In the meantime, if you really want that file, you'll have to build 
XULRunner yourself...
