Starting with -venkman

I want to start my (or Thunderbird) app using the -venkman command line 
argument.  From the latest FAQ:

  > 2. You can also start the browser with the -venkman command line option. 
This will launch
  >     Venkman instead of a browser front end. Other programs, such as the 
mail client or web
  >     browser can then be started from Venkman's Window menu.

When I do that, the Venkman GUI appears. But there is no Window menu.

My first question is where is that menu?  My second question is once I have 
that menu
how exactly do I specify what to start?
