CSS bordered blocks and oversized backgrounds

In Mozilla 1.1, if a background image for a CSS block is larger than the block itself, the image will "spill over" the border (but not the block). See http://jti.developer.graphyx.net/news.htm for an example (look at the bottom of the left menu). Is this behavior correct? (I suspect that it is, but I'd just like to double-check). -James
