Neither. XSLT 1.1 is never going to come, if we ever do 2.0 is unlikely.

Those are available as extensions for XSLT 1.0 in EXSLT, which we still 
don't support yet.

In terms of answering Julian, Peter has patches, I owe him reviews and 
he's got a broken arm. And we got lots of other things on our backs. 
It's the usual unfortunate combination of bad things taking turns.
