API exposing counts of frames constructed and reflowed

In https://bugzilla.mozilla.org/show_bug.cgi?id=1115691 I just
landed an API on DOMWindowUtils that exposes the number of frames
constructed and reflowed.

This is useful for writing simple mochitests for performance bugs
that are of the form "X should not cause frame reconstruction" or "Y
should not cause reflow".

(It might also be useful for developer tools.)
