removing frame-tree-based regression comparison code

In https://bugzilla.mozilla.org/show_bug.cgi?id=1405875 I'm planning
to remove the old pre-reftest "regression test" code that did
before/after comparisons of frame tree dumps.  I expect nobody has
been using this for a decade or so, but I figured I'd send a note
here in case that expectation was incorrect and the code is still in
use.  If it is, please let me know.
