Switch between Open Windows??

Just started using Mozilla 1.6. I'm trying to figure out the keyboard
command for switching between open windows (e.g. when I have browser,
mail & message compose open at the same time).  Command-~ seems to
work sometimes but not always.  What's the deal?  Thanks
