There was an unofficial but carefully crafted version of 1.3.1 in July
2003.  Thereafter, because of continually evolving tools used with
current operating systems, no-one has had the tools to prepare pre OS-X
versions (for these purposes, OS 9 is no longer counted as current). 

I had my copy of the unofficial 1.3.1 from

It includes

I find it useful for tackling stuff from ill-disciplined MS-based
web-page editors when both iCab 2.9.7 and Internet Explorer 5.1.7 are
defeated.  As a cross-platform application, inter-operability for
Mozilla was given a lot of attention.
