I don't have an "Internet" panel in "System Preferences. Should I have? 
I have a plain vanilla 10.3.3 installation; nothing custom. Should I 
start complaining to Apple?

However, your advice got me to the proper location in the Help, where I 
discovered I could set the preferred "html opening" application as a 
Safari Preference when running Safari; it would never have occured to me 
that Apple wanted me to use Safari to tell the system not to use Safari. 
Kind of a round about way to set a system parameter, IMO. What's up with 
that, Apple? Anyway, I set the Safari Preference to Firefox, which 
seemed to work.

So, thanks for the hint - it worked, as a hint to get me started.
