I have been using netscape 7.03 on os 9.1 for a while now and have only had three or four crashes. Have you made sure you have enough memory allocated to it. I noticed that since netscape went to the everything in one package programming that it is a memory hog. Along with that make sure you have a large cache file. I am using 50 mb for the cache.
