In case the complete FAQ is hidden from those who haven't registered there, I did try to register and create a username and password but logging in still failed (and the email they said that I would receive to confirm my registration has not arrived yet). Looking up Netscape in the SpamCop FAQ did give me some results that I passed on which seem to have worked. Immediately below a "thank you for the header information.
