The first page you mention explains what and how that build was arrived at
and also gives you this
# WaMCom 2003-06-24 release for Mac OS 9 is now available. WaMCom is a 
distribution of Mozilla 1.3.1 with hundreds of additional bug fixes.
# Wazilla
wazilla-macos9-1.3f-7.sea.bin (15.8 MB) is now available. Wazilla is an 
another Mozilla distribution applied several patches by Japanese 
developers. 1.3f means Wazilla 1.3 version f.

So yes, indeed they are different versions.  Users of the differing 
versions may be of more assistance as to which they prefer.  The reports 
I have heard regarding the WamCom version have been good
