Unable to get Mozilla v1.3's suppressed popups sound to work.

Hi. When Mozilla v1.3 tries to play a wave file, I hear my computer play the default sound. I am using OS X 10.2.4 and Mozilla v1.3 (from ftp.mozilla.org). Why can't my audio play?
