How does ATSUI fallback work exactly?

Is it still drawing the text one character at a time, or does it pass
the entire string to the OS? I'm trying to get Netscape on the Mac to
display Pashto. Becuase some of the letters don't have Unicode
presentation forms, it isn't possible to create a vanilla TrueType
font and rely on Mozilla's own Arabic shaping algorithm.
