Yes, me too! I'd posted about this in netscape.public.general in
January.

In my case, I get zero popups or popunders on just about any site.
EXCEPT... http://www.nytimes.com would always give me a popunder.

And because like Bryan, my popup control disappeared from my
preferences, I couldn't control it. I COULD click on the "popup
suppressed" icon at the bottom of the window to tell Netscape to ALLOW
popups from a site, but could do nothing to tell Netscape to supress
popups from the Times site or any other.

Finally, I figured I'd just install a new Netscape. So I downloaded and
installed 7.02, picking the option to completely delete my old Netscape.

Started the browser for the first time (actually, it's all I have; I
said no to all the other Netscape stuff), checked my preferences, and
THE POPUP CONTROL WAS BACK! YAY! But then I went to the NY Times web
site and got a popunder anyway. Went back to my preferences, and the
popup control was GONE! I'd never exited the browser.

I have played around with renaming the prefs.bak file to prefs.js,
outright deleting the prefs.js file, anything to force recreating the
file. Nothing worked - the popup suppression preference was gone.

This is frustrating, and I cannot believe it's what is intended. My
Netscape 7 and 7.02 on my Windows computer have the control work
perfectly.

Clearly, the preference is there in a newly-installed version of
Netscape. I want to know why it disappears, and how to keep it there.
