Renaming or aliasing saved web pages in Mac OS 9.*

I'm new to Mozilla.

During the past 30 months I have accumulated more than 6000 web pages
that live in my data partition in iCab's zipped format.  There I can
rename them and/or point to them by aliases to my heart's content. And
they can live alongside many other formats in folders arranged by topics
rather than by file types - I have 1600+ data folders.

I'd like to be able to manage Mozilla's file+folder pairs with the same
ease and flexibility, scattering them around by topic alongside
everything else.

But Mozilla's file+folder pairs seem to deny me both renaming and
aliasing.

I can't rename both members of a pair pair, since the html file then
can't see its folder.  If I rename just the html file then I can't see
its folder! 

And I can't create an alias to the html file of a pair because, to my
very great surprise, the html files refuse to be aliased.  Even after a
complete restart, with no applications launched, an attempt to make an
alias by Alt-Command-Drag fails with 

   The command could not be completed because
   it contains items that are still in use

For properly renaming a pair or for creating an alias to the html file
  - am I missing something obvious?
  - am I missing some secret known only to experts?
