NS 7.1 CD doesn't have 7.1

Today after about a 2 mo wait the Netscape 7.1 cd and manual arrived.
I use a Mac OS 9.1.  On pages 19 and 20 of the manual it says requirements
are "OS 8.6 or later, OS 9.1 or later, OS X (10.1 or later)"

The CD contains only one file I can see "Netscape-Mach0.dmg"
I tried to open it but got a can't find the application that created it
message.  I thought it might be compressed and Stuffit said "Stuff it, no
go"

Someone has said Only OS X.  The manual says otherwise.  Netscape doesn't
take calls or e-mail.  What is Netscape up to?  What can I do?  I am posting
this using a backup of, forgive the word, MS Outlook Express.  I would
prefer NS's look and feel.

Any ideas?
