default build optimization change

On Friday 2004/04/30, I will be checking in the changes from bug 54828
to change the default build configuration from a developer debug build
(--enable-debug --disable-optimize) to an optimized release build
(--disable-debug --enable-optimize).
If you want to use a debug build or an optimize build, set
--{enable,disable}-{debug,optimize} explicitly and you should not have
to worry when the defaults change.
