First I wouldn't consider Virtual PC - its not on most installs,
it is expensive and is slow on anything but the top range Mac.
I must admit from what I can tell OCX is pretty much a Windows only
solution. The best approach is simply to concentrate on writing the
plug-in. Maybe to help you should see if there are any open source
plug-ins that could serve as a reference for developing your own.
A quick look shows that DjVuLibre includes plugin:

Note, I have tested neither.
