In Preferences->Downloads, there should be a "File Types" section at the 
bottom.  Do you have "PDF" defined as one of the types?  If so, you can 
select it and click on "Change Action...".  If "PDF" is not one of the 
types, then perhaps you have Adobe Acrobat set as the default 
application for PDFs.  You can fix that by selecting a PDF in the 
Finder, Get Info on it, and then set the Preview app as the default in 
the "Open With..." section.
