Federal CIO's & CTO's Spending Billion b/w July & September

Federal CIO’s and CTO’s have over billion to spend on IT projects for this 4th quarter of the fiscal year. That’s roughly 35% of the billion given to agencies this year, and amounts to over 1,000 projects started in this quarter alone.

How normal is it to spend that much the last quarter of the fiscal year? Well, actually, that’s part of a fairly normal spending pattern for Federal IT. The 1st and 4th quarters of the year have the highest spending, averaging anywhere from 60-70% of total annual levels. (The last quarter easily gets as high as 40%).

So who get this 4th quarter windfall? Well, the money may not be evenly spread between large and small firms, but still we are talking about big nominal dollars for everyone. If the past is an indication, roughly 60% (or billion this quarter) will go to large firms, defined as having more than million in annual revenues. Another 25% (or billion) will go to mid-sized firms with annual revenues between -500 million. The remaining 15% (or billion) will go to small firms, those with revenues lower than million annually.

What kind of firms should be looking for these contracts? Realistically, all types of firms should because with 5,000 projects, federal agencies need help across the board. That said, there are 6 key areas where federal IT managers are hot this quarter and next to create contracts. They are as follows: performance monitoring, information security, web services, communications, data management, and disaster recovery.
