Business Proposal. 

I am the chief accountant and the chairman of the tender board committee of
the Nigerian National Petroleum Corporation (N.N.P.C) Lagos. However, after
due consultation with other members of the committee, I have specially been
mandated to arrange and negotiate for a trusted foreign firm or individual
account for a possible transfer of some fund being an over-invoiced sum
resulting from various contracts executed by foreign companies from my
ministries. 

Nature of contract: Supply, Installation and Commissioning of 250,000 monax
axial flow turbine and 250,000 bpsd polypropylene for warri refinery,
kaduna refinery and port harcourt refinery. 

Objectives: It should be noted that the original value of these contracts
were purposely over-invoiced by us,"the tender board committee members"
with the sum of thirty million, united states dollars(US$30,000,000.00). 
Now all the firms involved have been paid accordingly and the project
officially commissioned.  At this juncture therefore, we want to transfer
this inflated sum to a trusted foreigner's account, as the true beneficiary
of the said sum through the apex bank of Nigeria since we as civil servants
are not allowed to own foreign accounts in our names.

Benefits: We have therefore agreed to give you thirty percent of the
amount, while ten percent will be set aside to offset any expenses incurred
during the transaction,and sixty percent will be for us the officials. 

Requirements: All modalities have efficiently been worked out with the top
officials of the Federal Ministry of Finance and the Apex bank of Nigeria
to facilitate the remittance of this amount into your nominated bank
account within 14 days of receiving the following information from you: The
name, address, telex, telephone and fax numbers of your bank, your bank
account number and account name as well as your company's name, your
personal telephone and fax numbers.
On receipt of the above information, all arrangement has been perfected
here for a successful and hitch-free transfer of this fund into your
account, pending when we will proceed to your country in order to meet you
and disburse accordingly. 

Your confidentiality is highly needed. I guarantee that this will be
executed under legitimate arrangement that will protect you from any breach
of the law.
