I build NSS and NSPR with MSVC8 all the time.  shlibsign is part of NSS.
NSS's makefiles combine the manifest into the .exe file itself, when not
building with gcc.  IMO, it is definitely preferable to combine the
manifest into the .exe rather than to carry the manifest file around
separately.
