nspr vs firefox nspr on win32

Hi,

there are few incompatibilities between Firefox nspr and offical nspr build 
(both win32). For example pr_nt_cancelio is not included in Firefox (and 
some others). Another issue is that offical win32 build contains dlls with 
lib prefix (and Firefox nspr does not). Is that done on purpose? Or is it a
