[ANNOUNCE] NSPR 4.7 Release

NSPR 4.7 has just been released.  The CVS tag is NSPR_4_7_RTM.

Because of the stability of NSPR, NSPR 4.7 is essentially a bug fix
patch release even though its version number represents a minor version
upgrade.  It has been tested by the Mozilla trunk for a long time and
will be used in the upcoming Firefox 3 Beta 3 release.
