Pass CFLAGS and LDFLAGS during nspr build

Hi ALL !

I am using the nspr-4.7 in Fedora 8 but I am not able to pass the
optional CFLAGS and LDFLAGS during building the nspr library.
Is there any way out so that I can use the options during building the
nspr library.
