[ANNOUNCE] NSPR 4.7.1 Release

I released NSPR 4.7.1 yesterday (May 1, 2008) in preparation
for the Firefox 3 final release.  The CVS tag is NSPR_4_7_1_RTM.

Except for bug 218846 (a memory leak in PR_Cleanup), all the
other bug fixes are minor cleanup or improvements of the build
system.
