This should also be mentioned on the Wiki's "How to build" page, or the 
user will run into the same error (and questions) as I did.

OK, I got this package now, with subdirs "bin", "include", and "lib". Is 
this a Cygwin-addon? Can I just install the files into the respective 
Cygwin folders?

I've tried to find a page on the developer center that describes the 
"moztools", but I did not found anything exploitable.
