I use the gcc as supplied by a Cygwin shell. For example, the build 
system issues:

sh ../../../mozilla/nsprpub/build/cygwin-wrapper gcc -mno-cygwin 
stdio.o  -L../
../dist/lib -lplc4 -L../../dist/lib -lnspr4 -lwsock32 -o stdio.exe

I have

$ gcc --version
gcc (GCC) 3.4.4 (cygming special, gdc 0.12, using dmd 0.125)
